When the system (2000 Server)boots up I'm getting an
error msg that The WIN SYSINIT SERVICE failed to start,
it can't find the file. I have searched the WIN 2000
Server disc and can't locate the file from the CD or on
the hard drive, is this a critical file and if so where
can I get this file from? Also, where do I store it?

Not 100% sure, but this sounds like it could be a trojan infecting your
machine. The Bymer trojan uses a file named Wininit.exe that uses a service
named Sysinit Service.
