The new window frame appears and freezes. The bottom bar does not have a
display of the url as it usually would. I have checked security setting etc
and I am pretty sure it is not that. The same thing happen on my win xp
machine and was solved with a system restore.

could it be causes by a site I am looking at - and what do I do to correct
it on win 98. Its is a HP laptp (omni book 900b) with removable drive bays.
I have the original product recovery CD. Please, Thankyou.

First, try running the IE Repair Tool -

Description of the Internet Explorer Repair Tool
http://support.microsoft.com/default.aspx?scid=kb;EN-US;q194177
This has been the usual fix for new-window-blank issues.

If no joy, update/reinstall your scripting engines from here:
http://msdn.microsoft.com/library/default.asp?url=/downloads/list/webdev.asp

If still no joy, go to File Types (My Computer...Tools...Folder
Options...File Types tab)
Scroll down to the URL: Hypertext Transfer Protocol file type, click to
highlight, click Edit, click Open, click Edit (slightly different with Me -
click to highlight, click Advanced, click Open, click Edit).

Application used: "C:\PROGRA~1\INTERN~1\iexplore.exe" -nohome
Use DDE box should be checked
DDE Message: "%1",,-1,0,,,,
Application: IExplore
DDE...not running: <blank>
Topic: WWW_OpenURL

Okay out.
