win 2k term server licensing won't start/ in nt4/2k3 mixed mode

Hi,
Background:
We had an nt4 domain with a win2k ts/citrix member server. Recently we
added 2k3 domain controllers and set it up to a mixed mode environment.

Problem:
Now the win2k ts server licensing service won't start. It says "Must be
installed on a windows 2000 domain controller in the domain or a member
server in a workgroup." or something to that effect. The logs show an error
29. I've checked ms kb and they say install it on a DC...

Easy enough right? I only have the one win2k server, the rest of my dcs are
either nt4 or 2k3. But will my licenses transfer over? I don't see how they
will transfer if the other license server will never start up.

Solutions?
1. Make the 2k server join a workgroup with the same name as the domain.
Will that work? Hmm.

2. DCPromo the 2k server. I don't know what kinds of problems I may run
into.

Any suggestions, links?

The easiest solution is to install Terminal Server Licensing
Services on you 2003 DC.
To transfer your licenses, you have to phone the Clearinghouse,
which will re-issue your licenses, so that you can install them on
the 2003 LS.
