win 2k, office uninstall

I have upgraded a system 98 se to win2k pro. Office 2k
with current patches works using the admin ID. The user
gets a error that the app (word, outlook...etc) is not
installed. Loging back as admin I can uninstall/reinstall
office as the doin ID only? and the admin ID works fine.
Still have the same problem with the user (all users). The
system users ID is in the admin group (local) and so is
the domain ID for that user. All use the same pasword.
Other than wiping the system and re-install from scratch
any Ideas?

Does the error message say "not installed", or does it say
"not properly registered"? There is a big difference!
