Win 2K clients

We are running windows 2003 server. Have xp and win 2k clients on the
network. Last week our win 2k clients are so slow to respond opening files
across network and slow to respond to opening email and even pinging the
server. When I start to ping server it takes 30 seconds for a reply but the
xp cilents respond asap. The only updates that I did to the win 2K clients
were the TZ EDITS. I just created a new time zone on each computer. Any
Ideas??

Double check the times. Do the 2K clients show the same time as the XP
clients? (using "net time" from the command line, not the display time)

Yes. I check the time from a command line and both came back with the same
server time. Question did I need to do any other time canges on the win 2k
clients other than TZ?? Such as outllook? Our 2003 server has the latest
updates and I thought that would take care of exchange.
 
Trying to explain a little more in detail...

When I ping the server it takes 30 seconds to get a reply from the server.
The reply is good though. 4 packets sent, 4 packets received. The same is
also true when opening documents across the network it takes a minute or two
for it to open, also the same with email. Also if I try to open anything on
the pc itself such as control panel it takes a minute or two. But the next
time everything will open just fine and fast. And if I log onto the pc itself
and unplug it from the network the pc performance is great... It seems like
something is hanging once in a while when logged into the network. Now our XP
machines don't hesitate at all there are no hickups at all. and these win 2k
clients just started happening in the last week. And the only change other
than windows update was the TZ time Zone edit.

Any suggestions are greatly appreciated
