Win 2003 Stand Edition - Temporary Licenses used instead of Retail

I have gone to the Terminal Server Licensing and I see that I have a retail
Licenses available but my terminal server is giving out temporary licenses
out which are due to expire in few days. If I view the reatail Licenses, all
columns show as Not Applicable (Issued to, Issued On, Expires On and
Quantity).

How do I assign licenses? Also, if I assign a license and then remove the
user login, can I re-assign the license to another user? Originally, I
thought I had per device licensing but the retail license show is per user.
Does any one have any suggestions?
 
Is the Terminal Server (not the Licensing Server!) set to use "Per
User" licensing? The default is "Per Device".
You can check this from Administrative Tools - Terminal Services
Configuration - Server Settings - Licensing Mode
If it's set to Per Device mode, it will look for a Device TS CAL
and will not issue your Per User TS CALs.

Check this article, it explains that even after you have
switched licensing mode on the TS, your Per User TS CAL count will
not be decremented:
