There are two repair options. One has the fast and manual repair options. The other
is selected AFTER you read and agree with the EULA or users agreement which is called
an in place upgrade of the operating system. Try that one if you have not yet. It may
also help to boot into safe mode which runs the operating system in bare bones mode
to see if you can logon and make repairs. Otherwise you will probably need to
reformat and reinstall. Note that you may still salvage your data if you can put your
hard drive in another computer running W2K/XP Pro or if you do not have that option
you can reinstall without reformatting by installing the operating system to the same
\winnt folder that you now use. Your applications and data should still be left but
the applications will not work as they will not be registered with the new install
and first service pack, then critical updates need to be installed.
If you do install a new operating system, beware that any files you have encrypted
with EFS will not be recoverable unless you exported a cop of your EFS private key.
You may have a virus/worm infection so be sure to scan all of your data after a
reinstall. Take steps to secure your computer that include not connecting it to the
internet until you are using a hardware or software firewall. The link below shows
