Somehow the local policy settings got changed on one of my
machines. It is not networked. I know where to go to
reset the change but cannot get there because I cannot log-
in past the login prompt without getting the error that I
do not have permission to do it due to local policy
interactivity. No matter if I log on as Administrator or
user. How can I fix this?

Since you aren't networked you might want to try a parallel install.
This way you can access the hard drive and make the changes you want.
