win 2000 no network seems to be there

Running Windows 2000:

Get this error message: "error 711: can not load remote
access service connection manager" When I try to connect.

I go to the area where I should add a connection and it
will not let me. Also there is not any old connections
there either.

I look at the error log and it says remote access
connection failed to start. It could not create a buffer.

Seems like the network is not loaded. It was working good
but all of a suuden it quit.

Can anyone help me here?

Go to the Services and make sure that the Remote Access Connection Manager
service and the Telephony service are not disabled. They should be set to
Manual.
 
These are set correctly. But if I click start or go
anywhere to setup a connection, it errors out and says
will not start.

If I am in MS help and click on anything to view the area
the help message is talking about, The computer wants to
go to a website and saying can't access.

Can you post the exact errormessage? What is in your eventlogs? Is your
computer fully patched?
 
Make sure that the following services are not disabled and make sure they
can start:
Network Connections
Remote Access Auto Connection Manager
Remote Access Connection Manager
Plug and Play
Telephony
