Win 2000, can't unlock even though it says Administrator

Hi. I have a 2000 pc that is currently locked up (can't
open programs, right clicking certain things gets
error "access to the specified device, path, or file is
denied". I have done ctrl-alt-dlt and tried to unlock,
using Administrator and the password, and it goes through
(no error), but still everything is locked up. Any ideas?
