My sister's son has been abusing her outlook email and she
wants to find a way of preventing him accessing her
email. Can this be done through setting up user logons on
her home machine.
 
Yes. Right click My Computer and select manange/local users and groups.
There you can add new users where you want to make sure that his acount is
not in the administrators group where it will not be by default. Tell her to
change her password to something hard to guess. All of this may not help if
her child decides to try to hack the computer which is very hard to prevent
when someone has full physical access to a computer. My son would definitley
do that only once, but this is not a parenting forum so I will leave it at
