Win 2 k file open error during sp4 install

During the install of sp4 on my 2000 AS i received an
error message saying that tftp.exe was open. Since there
were no applications open that use tftp I was surprised.
I stopped every service possible and still said it was
open. Finaly was forced to delete it and then it found
ftp open as well. Had to delete it as well.
This server is a web server and has IIS running with ftp
disabled. It is a PDC and of course has Active Directory.
Nothing else running on it except smtp. Virus scans
didn't identify anything at all and no spyware found.

1. Any idea what process could have had these open since
I have ftp disabled?
2. HOW does one find out what process or program has a
file open? Are there any third party utilities to do that.
MS utility that I am not aware of?
I checked all of the logs that I could find to see if
anything was in them about what might have ftp and tftp
open. Nothing found.

Any help would be much appreciated.

Restrictive NTFS file permissions to files will cause a similar error (I
never did catch your exact error message).
 
The message was presented during the update process in a
dialog box and it said that the file was in use by another
application or there was a disk space problem (or words to
that effect).
