Will SID for a user always be the same?

Are SIDs calculated based on the account name, or is it random?

On my Windows 2000 machine, there are a couple of accounts:
IUSR_machinename
IWAM_machinename

If I have to re-install Windows, will the SIDs of those 2 accounts be
the same as they are now, or could they be different?

If you reinstall Windows, they will be different.

Just ask anyone who has lost the contents of their Encrypted File
System because they didn't back up certificates and reinstalled
Windows.
