will not start

hi i was just wondering if anyone could tell me wat the prolim is with my pc becaue i remember dowloading something and this error mesage just saying " can not be found so in a atempt to stop it i restarted my pc and all of a suden it came to the clasic style windows logon box then it would disapear. it would be making loading sounds for a couple of seconds then just flashes to a blue screen then restarts over and over again i have tried safe mode but it will still do the same thing does anyone no wat the problim could be? thanks
 
Software corrupted. Restart machine. Boot into Safe Mode, and roll back to
before problem started using System Restore. Or, go to the Last
Configuration that worked
