will not reload windows

I've been trying to reload windows without running fdisk, trying to
save data. After I get past the copied files and restarting (win98se)
the reboot fails calling different files each time...
Any hints on what virus I may be fighting with?
I have been running NAV 2003, I also can't get trendmicro online
virus detection to run. Is there a better choice?

I gather you haven't formatted the partition, or tried deleting everything
either.
Any hints on what virus I may be fighting with?

When you reinstall overtop of an existing installation, a lot of stuff,
like the registry, is kept from the old installation, otherwise, you
would have to reinstall all applications, and added hardware support.

Try using a known clean boot disk, and f-prot for dos. Get f-pup from
Art's page, http://home.epix.net/~artnpeg/, to simplify getting f-prot,
and creating the boot disk.

You could always try installing to a different directory, say \windows01
or some such and then all your data and such will still be there and any
device drivers can be installed by pointing the new instillation to the old
one. Then after it is up and running and everything has been taken from the
old instillation you can delete anything that is no longer needed including
the old \windows directory.
I always do a custom install anyway and name a folder I want windows to
install to that way it is hard for malware to find windows files to mess
with if it as in most cases has the paths hard coded and expecting to find
the files in \windows and on my system there is no such folder, lol. You
can name your windows folder during a custom install to anything you like
and it will still work; because the registry will tell the OS to use that
folder.
