Will not boot up in safe mode???

I am having the same problem as Pooch8362 on 02/25/08:

My hard drive recently crashed and I had a windows backup files stored on
another drive. I had my hard drive replaced and used my system restore disks
to restore the original configuration which worked fine. Now I try to restore
my backup files using the windows back up and restore wizard and it tells me
when I try to expand the back up in the wizard that no files are found. Any
help would be appreciated.

The security tab doesn't even show up when I do a
I tried to boot to Safe Mode to look at Properties again. (F8 on restart)
but my computer will not come up at all in the safe mode. Any ideas?
 
Also, I forgot to mention that when I connect my external hard drive, the
backup file shows up on there, but will not let me open it because it is a
..bkf. When I look at the properties, there is not a security tab and when I
try to take ownership of the file by logging in under the safe mode, my
computer will not even load up in any of the safe modes.

I did not do the wipe and reload myself, I took it to a computer store and
now that I have it back, I am unable to restore any of my files and they
acted like they didn't know how either.
