We developed a website withe FrontPage 2003 and have it one computer. We
were thinking of just buying a new, although discontinued, one for our home
computer so we can edit the site. Will FrontPage 2003 still be a good option
and work well in doing this?

Certainly.

Unfortunately, as web hosts upgrade their hardware and software,
FrontPage extensions will be unlikely to still work.

Not necessarily true for Windows Based web host, since versions have been developed for Vista / IIS7

I did not know extensions had been developed for Vista. I thought
Microsoft had ended all work on FrontPage support.

Only for non-windows platforms
