Wi-Fi connection problems

I am running EI7 and Vista Basic Home Edition. When I go to my college, or
even at Borders Bookstore, I cannot get on the Internet. I can connect to
the wireless network and it says I have an excellent connection, but when I
click on IE to get on the Internet, the screen comes up and says that I do
not have an internet. I have a wireless router at home and can connect with
no problems. It also picks up the neighbor's wireless signal and can connect
to it with no problems. I have clicked
"Diagnose" to try to correct the problem and have used every suggestion that
comes up, from disconnecting and reconnecting to the network, to resetting
the IP address. Please help. This is a very irritating problem. If you
have any suggestions, please use layman's terms as I am not a computer person
and am not familiar with the jargon.
 
you need to post the text output of

ipconfig /all

from an elevated command prompt when the machine is in this
condition (not when you have connectivity).

it is really impossible to diagnose based on what you've posted thus
far.

In the "Start Search" box at the bottom of the Start Menu, type in
"CMD" and press enter. Then type in the command in the new window...

typed ipconfig/all and here's what i got. FYI: At this time, I was
"connected" the the network that I am having problems with but still couldn't
get online.

How do I disable IPv6? I'm not very good with a computer and outside of
Microsoft Office, I know nothing.

explains how to disable the IPv6 but I do not understand the jargon used. I
don't know anything about the registry editor or binary codes and things of
that sort. Is there any way you could explain this in much more simpler
terms.

start
type ncpa.cpl into the start search field

right click the adapter,
click properties
ack the prompt
uncheck TCP/IPv6

explains how to disable the IPv6 but I do not understand the jargon used. I

and you are at one of the plavces where you cannot connect?

typically, you reboot, bring up a web browser and try to go
somewhere and get a web page to click through at these public
hotspots. at some schools, you need to know the wireless security
method and passphrase. what do the school IT folks say?

OK, I unchecked IPv6 box and restarted my computer. Everything is still the
same. It didn't change anything. Thanks for helping me, any more
suggestions?

is supposed to come up where you log into the school system (using the same
username and password as logging on to a school computer, which I can do).
No screen of this type comes up.

I have had 3 other computer people from school look at it, as well as the
head IT Director and no one can help me. Everything they suggest is the same
things that I have already done with the diagnosing, disconnect/reconnect,
and changing firewall properties.
 
ask them to give you the IP of the logon screen in the format
http://xxx.xxx.xxx.xxx

Hi.

I am sorry that you have been having such trouble, and it is no real
consolation that you are by no means the only person in this situation. (Not
being a techie myself, I have not been able to follow the suggestions that so
many people have offered, either.)

1. I saw that even at Borders you were not able to get a browser. Have you
tried Starbucks? Which also uses T-Mobile?

2. I HAVE been successful in getting onto the Internet at Caribou Coffee,
and their connection is free. (I have been successful at a couple of local
(non-chain) coffee houses.)

3. Some McDonald's now offer WiFi. I have not had any luck with the one
that I know of, but maybe it wasn't hooked up properly at their end?
