Why won't my Windows Vista even install?

When I place the DVD in, the computer acts as if it's reading a disc, but
that's all it does! I've done just about everything on the windows help part,
even to check if the BIOS has the CD/DVD drive option, which it does to
upload programs, and still nothing has happened......what am I doing wrong?
What else can I do? Any tips? I have the Norton Internet Suite 2006, this is
an eMachines W6409 w/ a Pentium 4, which is Vista "Capable".....does that
even tell me something? Vista "Capable"?
 
And did you change teh order of boot devices in the bios? cdrom has to be
the first boot device, before the hard drives.
