Why won't my computer open Outlook?

Last night when I quit using my computer Outlook worked fine. This morning
when I tried to open Outlook, it says I'm missing file OMI9.DLL. What is it
and how to I fix this. I have already tried rebooting, reinstalling,
begging, pleading. Nothing.
