Why will my Outlook not receive or send an email?

I have checked and rechecked info to make sure it was put in correct. I
still cannot send or receive an email with my Outlook. An incoming email
goes to web mail thru earthlink. Any email I am trying to send with Outlook;
the Outlook Send/Receive Progress windows pops up and reads: !Task
'(e-mail address removed)-Sending 'reported error (0x8004010F): "the operation
failed. An object could not be found.
 
Can you ping the mail server? What kind of firewall are you behind? Sounds
like your using POP3 email, do you have internet access?
 
I am not sure what you mean by ping? Firewall is Norton Personal Firewall
and we do have internet service.
 
to ping, go to Start, Run, and type CMD and press enter. At the command
prompt type: ping 192.168.16.1 or mail.server.com, whatever your IP address
or server name you put in Outlook's configuration. This will tell you if your
contacting the mail server. Also, turn of Norton for a second and try to
connect, this will let you know if Norton needs to be set up to connect to
POP3 email.
