Why were Old IBM 5400 Desk-stars so fast ?

I've got an old pentium ii 400 machine running Windows 98 with a Maxtor
drive and it takes 5 secs to shut down with the drive whirring. Yet my old
work computer is the same spec as mine, but with an old IBM Desk star that
shuts down in under a second, with no whirring of the drive. Why?

If the Max HD has write caching enabled and the Deathstar has it disabled
that would cause some difference.

Are they both running W98FE with the same pile of patches? The OS does
matter.
