Why Toobar Control can not drag at visual 2005 IDE

Hi ALL,

I have a project for PocketPC created by NET 2003,
current, I have opened it under NET 2005.

However When I want to added a new Form to my project.
It invokes a Forms design, However,when I open Toolbar
All controls are showed up, but they are grey, I can not drag
any control to my Form.

What should I set to make contron enable or active?
