Why the format prompt when downloading to a CD?

I am using Windows XP. Every time I want to download onto a CD-RW or CD-R
CD there is a prompt to format it. Why? I'd like to be able to put in the
blank CD and download.

CD-RW disks need to be formatted before you can use packet writing -
writing files to a disk "on the fly." XP's CD burning does not support
packet writing. The message is coming from a third party CD burning
package. Nero, HP DLA, Roxio... something; but not XP.
 
It's coming from Roxio. Is there any way around the formatting?

No, if you want to be able to burn a single file to CDRW "on the fly" -
also known as packet writing. The formatting is part of the deal for this
type of burning. Check the Roxio help file to see if it still supports
background formatting (formats portions of the disk as needed).

Yes, if you use CDR or use mastering sessions (Creator Classic) a single
session or multi-sessions.
