Why should I have to use ctrl+enter?

I have two users on my computer. One can type in "microsoft" and be directed
to http://www.microsoft.com. The other user has to type in at least
www.microsoft.com to get there, if this user types in "microsoft" it goes to
a search site. (ctrl+enter does work to fill in the rest, though) How can I
fix this?
