why publish ClickOnce netbios computer name

when i publish using wizard, its told me http://localhost/ClickOnceDemo/
after that

The application will be published to:
http://ppkt-khuzaimi/ClickOnceDemo/

When this application is installed on the client machine, a shortcut
will be added to the Start Menu, and the application can be
uninstalled via Add/Remove Programs.

Error: An error occurred trying to download 'http://ppkt-khuzaimi/
ClickOnceDemo/ClickOnceDemo.application'.


the true is url with ip like http://ip/ClickOnceDemo/publish.htm

I had huge issues in the start and I was missing the second "links" setup.
By default I beleive I read that on vista machines it is turned off.
