Why is Windows looking on 2nd HDD?

My HDD on the 2nd IDE connector is configured to power-down after an hour.
This is my storage drive for photos, videos, backups etc.
But whenever I open IE, or even just a notepad text, I have to wait for the
2nd HDD to spin up before it will open! Even though the document / IE are
stored on the C:drive?
Just wondered why this is - it's not very efficient or 'green'

or maybe an office file locator or music sniffer

also windows explorer and Internet explorer are somewhat integrated. if you have shortcuts
on C pointing to(X) then it will spinup.If you have 'network places' shortcuts, then
windows does a search of the directory tree periodically.
