Why is there no Web Site tab or folder list when I save a webpage

I am working with Windows XP Home, and following the example in the Inside
Out book for FrontPage 2003 (page 53), after I saved the page and the
Embedded Files, there is no Web Site tab nor a Folder List; which should
appear.
 
You must first have a web / site open before you start creating or working with your web content.

I initialized a new "Web Page" at the start of the practice session and
followed it all the way through. Is that not the same as opening a web site,
because the book just says to open a new Blank Page and after editing it and
saving the embedded files there is only an htm page showing in the tabs with
no folder or Web Page tabs.

In the practice session of the book "Inside Out" FrontPage 2003, page 53.

exercise asks that a blank page is used at the start of the session. I tried
to open a "One Page Web Site", but it is not the same according to the
session in the book. As I attempt to progress to page 61, because I don't
have the tabs for web page or folders I can't proceed with the lesson. I've
repeated the steps at least 3 times with the same results.
 
Before you open the book ("Inside Out" FrontPage 2003) or any book related to using FP, you must
first open a web / site via FP's File Menu | Open Web / Site.

They should print that on the cover of the book.
