Why is the attach dynamic web template option unavailable?

I'm in Frontpage 2003 trying to attach a dynamic web template.
I click Format, then Dynamic web template, but the attach option is pale and
cannot be selected.

Also open the page you are trying to attach the .DWT too.

Or have the page you want to attach highlighted in the folder list.

I should look before I leap. I hadn't created a website, I dived straight
into creating a page! When all else fails, read the manual!
I feel silly now.

Yup, kinda hard to attach a page to a non existent DWT.
