Why is "Send to database" greyed out?

After inserting a form, I try to create a database but "Send to database" is
greyed out. FrontPage 2002 SP3

Do you have a web open? Do you have the authoring options set for
"complete"?

Sorry, ignore the last post, those URLs pointed to my localhost web, not the

My Page Options doesn't look like yours.
"General;Autothumbnail;Default;Font;HTML Source;Color Coding and
Compatibility are the only tabs that I have.

The screenshots from my site's examples are for FP2003. What version are
you using (you didn't mention that in your original post).
