Why is Outlook icon on desktop taskbar gray/grey and inactive?

Why would an Outlook icon on the desktop taskbar be greyed out and nothing
happens when it's double-clicked, or right clicked and try to open? It's also
not available under Programs on the Start button.

Outlook is useable on this computer because I have sent Word documents by
right clicking in the document and using the Send option directly from the
Word document, but no email window opened, it just sent the document as an
attachment. I have also received emails from this email address. I can send
screen shots of the desktop if it helps.
