Why is FP better than Dreamweaver?

It's only a personal preference. A lot of developers would have both in
their toolbox because the bigger the toolbox the more flexibility you have.
After that, which one works well for you. Dreamweaver does some things that
FP doesnt, such as working with PHP and CFM in addition to ASP or ASP.Net.
FrontPage has some built-in components that make certain tasks easy as they
don't require a lot of custom programming. Basically, whichever one works
best for you is the better program. If you're looking to buy one you may
want to wait a bit as both products will have new versions (in the case of
FP this will be a new product called Expression Web Designer) coming out
within the next 6 months or so.

It may not be, for your particular purposes.

Why do you ask, and what are your needs?

Do you know ANY HTML? FP may be a better choice for you. Do you know some
HTML? It may be a tossup decision. Can you hand-code a page? DW may be
the better choice. It really can only be answered if you give more context
to your question.
 
For the same reason that blue is better than red.

Agreed, as in "which is the better product for a beginnner" for example, in
which case, I'd say Frontpage is.

But again that's a matter of opinion.
 
Much better analogy: A monkey and a turtle wanted to cross a 300 meter wide
river. The monkey says " lets have a race", "the first one who crosses the
river first gets a $100 prize" (courtesy of the other animals). The turtle
agreed. Riding his very sophisticated complicated mysterious hydrofoil, the
monkey started crossing the river, while the turtle rode on to his jeep and
crossed the bridge. --
