Why is Adobe not opening in IE?

We have a web application that displays pdf files in IE using Adobe.
However, there are some users who are having problems where Adobe opens as a
separate standalone application rather than within IE, which is a problem
for the application.

This sounds like a configuration issue. Does anyone know why this would
happen?

In Adobe>Edit>Preferences>Internet>select Display PDF in Browser
