Why in My Remote Website unmatched files keep appearing?

I keep publishing the files to the server but when i restart FP03 then the
blue arrows are back!

In Remote Website Properties - Publishing tab, are you publishing
changed pages or all pages? If all pages, then the arrows will always
appear for all the files.
