Why if I turn off the Language Tool Bar, does it turn its self back on?

I've turned the Language Tool Bar off many times, but it seems to turn its
self back on...

What's the deal, I want to turn it off!

Hi Kelvin,

How are you "turning it off"? I usually click the down arrow on the
toolbar, go into the Settings, then under Preferences, click the
Language Bar button, then uncheck "Show the Language Bar on the Desktop".

I've turned the Language Tool Bar off many times, but it seems to turn its
self back on...
You have to turn it off from Regional & Language Settings in the Control
Panel.

Click the "details" button on the Languages tab, and follow it from there.
Everything is correct on mine, so I can't immediately tell you what to turn on
and off, but it is fairly obvious. You check "turn off advanced text
services" and click on Language Bar and turn something off in that box. (It's
greyed out for me, so I can't tell you further.)

When the language toolbar is showing, clicking on the down arrow to open
the drop-down menu and selecting preferences will take you to the same
place with fewer mouse clicks.
