why I cannot receive POP3 emails by outlook express 6.0?

I cannot receive my emails from POP3 by Outlook Express 6.0 at my office
computer, although I followed the same procedure as I did at home (my home
computer and my collegue's computer can get my emails I set). Is there any
setting on this particular computer that disables the POP3 function? The
computer technician tried also, but failed .
pls give suggestions
