why I can not find the Sharing tab in the Properties of a folder

I want to share one folder in my computer to another on
the network. When I right-click the folder that I want to
share, then click "Properties", why there is not "Sharing"
tab in the folder Properties dialog box? There are
only "General" and "Security" tabs there. I use Win 2000
Professional. Any advice? Thanks!
 
Well, I am not exactly an expert on the subject, but i
will make a suggestion. when you right click on the
folder, the menu should have a "sharing" option, which
will bring up the sharing tab in the properties menu.
That's all i know, hope it helps somewhat.
 
Is the server service running on your machine? And is file/print sharing
installed?

The "server" service is not running, when I check the
services, and I can not start it(it is not prohited), Why?
And there is no other services it relies on.

Thanks! But there is no "Sharing" option on the menu when
I right-click the folder
