why have computer names and usernames in OU?

hello, is it really necessary to have both the username and computer
name in the same OU for a gpo policy to apply (if i have settings
configured for computer and user)?
 
GPO settings follow under 2 catagories. User and Machine related.

If you make a User + Machine GPO using various user and machine settings and
attach it to an OU with just users obviously only the user portion will
effect the users in that OU, same with computers.

So to answer your question, if your one GPO linked to the OU contains user
and machine settings, and you want the settings to be applied to each user
and the machines then yes the user and computer need to be contained in that
OU.
