Why Framework is not be included in XP SP2?

XP SP2 does not include .Net Framework, anyone must install .net
framework(20MB) for running .net program!

If I'm not mistaken, the .NET Framework is included by default in Windows XP, albeit version 1.0. I do agree with you that it only makes sense to be included in SP2, but keep in mind that--although tied closely to the OS--the Framework is an independent of Windows. Therefore, if you don't have any .NET applications on your PC, having the .NET framework installed is just wasted hard drive space.

Are you from Bruxel and tells afterwards that it has to be excluded from the
OS, and when not there will be a fine or something?

At one point in the SP2 beta they were includeing the .NET Framework 1.1 SP1
beta.. which was odd, then it just vanished...
