Why files produced by MM is larger than Photo Story 2

I used Photo Story 2 to create a movie with 25 pictures. The file size
produced by Photo Story is 4MB. If I import the same picutures into
MovieMaker, the file produced is 15MB. I tried various settings when saving
files in MM. If I want to keep the same movie in less than 5MB, MM could only
make to 320x240 resoluation. Any idea why the size is such a big different
between the two applications?
 
It's because each uses a different codec..... PhotoStory uses the Image
codec that handles still images but not video clips. Movie Maker uses the
Video codec that handles both still images and video clips.

The different rendering processes makes for considerably different file
sizes.

The small size is one of the benefit of the WMV9 Image Codec that is used by
the PhotoStory 2.

It achieves that by storing only one frame of the whole image for the entire
duration of pan or zoom action. During playback only part of the image is
shown as per the pan zoom setting. This is really clever stuff and contrasts
with any other movie codec which has to encode different part of the image
as a single frame again and again.

Unfortunately, Windows Movie Maker is not able to use the Image codec.
