Why duplicate names when adding a fax number

Why does Outlook create two contact names when you add a fax to the original
contact? Then if you delete the fax contact, the fax number gets deleted
from the original contact. In the help menu I was sent to this site:

I don't feel this is a fix I should have to pay for. Can I fix it any other
way?

You will not have to pay for a fix because nothing is broken. Fax numbers
are electronic addresses and as such belong in the address book. Ample free
workarounds exist and have been posted here countless times.
