Why doesn't Windows Firewall STAY off?!

Every time i boot up that stupid balloon comes up and says
your computer may be at risk. But it's not as i have Norton
Firewall, so i don't need it. Every time it comes up i have
to set it to "I have a firewall solution I'll monitor
myself", but it always forgets this when the computer is
switched off. Is there a patch or something for this?

I am having the same issue and woul like to get this
Fixed ASAP. Its annoying like freaking spyware/popups.

Have you tried this one:

Control Panel/Security Center, click on the "Change the Way
Security Center Notifies Me" link in the left pane.

If the "Change the Way Security Center Notifies Me" doesn't stick
when you reboot, or you want to disable the Security Center totally,
you can do the following:

Start/Run --> services.msc

Find "Security Center" in the list, double click on it, set
"Startup type" to Disabled.
