Why doesn't Outlook 2003 format new phone numbers

Why doesn't Outlook 2003 format new phone numbers, e.g., 8888888888 -> (888)
888-8888. Past versions of Outlook took the numbers entered and tried to
force them into a standard US phone number format, which was convenient. I
switched to Outlook 2003 as my client and now it doesn't seem to do this.
 
Control Panel > Phone and modem options... > Dialing Rules, edit your
location and replace the "1" with your area code.
