Why doesn't my query/filter maintain it's integrity when loaded?

I saved a filter as a query, and when I go back to the form and apply the
saved query by loading it, it only filters on ONE of the criteria, and not
the two criteria which are saved with the query/filter by form.

Is it a bug?

I have no idea, but I doubt it. Could you open the saved Query in SQL
view and post it here?
