Why does Win2000 need Internet access to create a new partition?

When I try open disk management in system tools, my firewall gives a
popup message asking me if I should let this program access the
internet.
I can't think of any conceivable reason why it would need internet
access just to create a new partition.
Anyone able to offer an explaination?

Does your firewall software mention what IP address Win2k wants? If it's the
loopback (127.0.0.1) or a nonroutable IP, I wouldn't worry about it.
