Why does WIN XP can't resolve host names without its DNS client enabled?

I have a technical problem arroubg communication matter as follo
How can windows XP can resolve host name out of the DNS server without having its DNS client service running
I found that whenever this DNS client service is down
TCP/IP connection towards some UNIX machine by a given host name fails
Please advise how can that winXP platform can walk throug
as much like elder WIN OS did before (e.g. NT didn’t use any caching service and managed to reach the DNS server
