Why does this work?

I'm playing with a new disk imaging program which has a dos version.
I formatted a disk as a system disk under xp and booted off it. Much
to my surprise, my external usb hard drive was visible. Is bios doing
this or what? I didn't do anything special when I made the disk.

And the disc imaging program was..?.
If it was Ghost, then Ghost can do that.
