Why does the Start-Run-CMD screen show when booting up?

Every time I reboot I get (apart from the usual stuff) a brief glimpse of
the type of screen one gets when entering Start-Run-CMD. Why would that
be? There is one item in startup labelled "HotKeysCmds"
c:\windows\sytem32\hkcmd.exe which I'm not familiar with. Could that be it
and is it necessary? If not how do I remove it?
 
I disabled it but the screen still shows. It's so brief I can't read what's
on top but it starts with c:\windows\documents and settings......?
