why does the same spyware keep coming up if Defender removes it?

I've been using Windows Defender for a week now. I run a sxan everyday
and every day it tells me that I have the same spyware (mitglieder). I select
remove and it tells me that it has succeeded but then another scan reveals it
again. What gives?
 
Sounds like you have a re-installation program which is not being detected.
Until that program is removed, the spyware will continually be re-installed.

I agree with Steve Dodson. Here are some additional steps to try to get
further with this:

1) Update both Windows Defender, and your antivirus application. Restart
Windows in safe mode, by pressing the F8 function key a few times before the
initial Windows screen appears. In Safe mode, do full scans with both
Windows Defender and your antivirus.

2) Consider using other removal tools, such as Spybot Search & Destroy,
Ewido, or, in some cases, automated removal tools from an antivirus vendor,
Symantec, for example.

See whether #1 helps--and if it does not, and you need download locations
for the things I mentioned in 2, let us know.
