Why does Text Size not seem to effect some websites?

I have been fighting with text size not staying the same in other browsers
due to their settings, I have changed my layout to accomidate this, but now I
keep seeing websites that the text does not change no mater what set the Text
Size too, and yet I can grab the text indicating it's not a picture.

Is this possible with other programs and not with Front page?
 
It is the visitors browser so they are allowed to set it to what ever suits them. Consider that I may be vision impaired.
 
In IE6 and below, text that is sized in pixels (e.g., <p
style="font-size:12px;">Like this</p>) does not respond to font size changes
UNLESS you have enabled the accessibility option under TOOLS | Internet
Options > General > Accessability. In all other recent browsers, the text
will resize when any metric has been used.
